2021年9月27日，由中国国家航天局与俄罗斯国家航天集团公司联合主办的国际月球科研站闭门研讨会在珠海举行。来自法国、意大利、荷兰、德国、马来西亚、泰国以及联合国外空司、欧空局、亚太空间合作组织的专家围绕国际月球科研站宣言进行专题研讨，部分国家驻华使节也应邀出席。
On September 27th, 2021, a closed-door workshop on the International Lunar Research Station was held in Zhuhai, jointly hosted by the China National Space Administration and the State Space Corporation “Roscosmos”. Experts from France, Italy, the Netherlands, Germany, Malaysia, Thailand, as well as the United Nations Offiece for Outer Space Affairs, European Space Agency (ESA), and Asia-Paciffic Space Cooperation Organizations (APSCO) conducted a seminar on the Declaration of the International Lunar Research Station, and some ambassadors from China were also invited to attend.

2021年3月，中俄签署《中华人民共和国政府和俄罗斯联邦政府关于合作建设国际月球科研站的谅解备忘录》。目前中俄共同起草的国际月球科研站宣言，阐明了国际月球科研站建设的一般原则、加入方式及活动指南。国际月球科研站宣言的国际磋商，是国际社会的共同期待，也是中俄稳步推动国际月球科研站合作进程的重要组成部分。
In March 2021, China and Russia signed the Memorandum of Understanding between the Government of the People's Republic of China and the Government of the Russian Federation Regarding Cooperation For the Construction of the International Lunar Research Station. The Declaration on the International Lunar Research Station, which is currently drafted jointly by Russia and China, clarifies the General Principles, Ways of Participation and Guidelines for Activities of the International Lunar Research Station. The international consultation of the Declaration on the International Lunar Research Station is a common expectation of the international community and an important part of the process of steady China-Russian cooperation on the International Lunar Research Station.
国际月球科研站宣言将作为后续合作的重要文件，拟于2021年10月在阿联酋迪拜举行的第72届国际宇航大会上向国际社会介绍，并进一步广泛听取国际社会意见和建议。
Declaration on the International Lunar Research Station will serve as an important document for follow-up cooperation, which is to be presented to the world at the 72nd International Astronautical Congress in Dubai, UAE, in October 2021. And further comments and suggestions from the international community will be welcomed.
